   Maybe they do. Maybe they just expect access if she becomes president. Maybe they will expect something and get nothing. Unspoken contracts are hard to define. She obviously thought she would need every dollar she could make to campaign with, and making a whole pile at once is a lot faster than $27/person. For the most part, she hasn’t answered why she took these large sums for speeches.
