That quotation is somewhat misleading outside of its context, which is of a conspiracy to overthrow a tyrannical order – the “rot” spoken of is from the spies of that order, as indicated by the statement which immediately follows it: When the number [of conspirators] is as high as four, chances are even that one is a spy. In the context of a conspiracy to further the aims of a tyrannical order, the following is more applicable:

    Knowledge can bind men together in secret brotherhood, the knowledge of some unspeakable deed or rite so foul that an outsider could not conceive of it. So the brothers are safe if they stay together and keep silence.

    • Not having read the original Heinlein novel, I was unaware of the context. However, as a snippet it served my purpose. Your quote does as well.
